In order to further implement the strategy of developing the province through science and education, Shandong Provincial Science and Technology Department and the provincial Education Department have approved the pilot construction of provincial-level Open University Science and Technology Parks in Binzhou City, Rizhao City and Agricultural High-tech Industrial Demonstration Area of the Yellow River Delta of Shandong Province.

The pilot projects should be based on the new stage of development, follow the new development philosophy, adhere to the principle of opening up and sharing, and focus on the development needs of industries with regional characteristics in high-tech zones and other regions. At the same time, the pilot projects should be in accordance with the mode of “industry + discipline”, give priority to innovative resource integration and transformation of scientific and technological achievements in innovation, incubation of science and technology enterprises and cultivation of innovation talents, actively explore new mode of Open University Science and Technology Parks, speed up the agglomeration of both high-end science and education resources, promote support capability of science and technology innovation, and promote the high-end development of industries.

The pilot construction units should regularly report the progress to the provincial Science and Technology Department and the provincial Education Department; The provincial Department of Science and Technology and the Provincial Department of Education will strengthen the performance management of the Open University Science and Technology Parks and give support based on their construction and development performance.
