On urban orientation, we accelerate the construction of emerging city with marine characteristics and create the important coastal industrial base of East China, regional international shipping logistics center, coastal culture and tourism city, marine science and technology education innovation zone. On development goals, by 2017, we will create a blue, happy, safe, civilized city with excellent ecological environment and achieve well-off society. On the development strategy, we adhere to the “four strategies” and implement opening up and reform. On key emphasis in work, we build “four systems” with modern industry, livelihood security, public safety and ecological environment. We pay great attention to ten blue industries, ten infrastructure and Rizhao International Ocean City and investment, large projects construction, County Economic Development, park construction, ecological environment and the livelihood improvement. Rizhao has won the honorary titles such as the world clean energy award, the National Health City, China’s outstanding tourist city, the national cultural system reform work advanced area, the national social management excellence city, and so on. In 2014, the total production value of Rizhao achieved 161.187 billion yuan with an increase of 10%. The proportion of the three industries is adjusted to 8.6:50.4:41. The public finance budget income achieved 11.107 billion yuan and the expenditure was 16.777 billion yuan with an increase of 11% and 6%. There are 7 enterprises with 10 billion output value and above scale industrial added value has increased 10.9%.
